Roberto Esquivel Cabrera says the sheer size of his 18.9inch manhood prevents him from working.
He claims that firstly, he is unable to kneel down, and secondly, can't wear a uniform because of its massive size.
But while he says he now gets some funding as a result of his disability, the money is not enough, and he relies on food banks on an almost daily basis.
Roberto made the headlines in 2015 after a video went viral showing him weighing his member to prove its authenticity.
Porn directors are now said to be interested in casting him in several of their films.
The government had initially dismissed his claims to be disabled but Roberto, from Saltillo, Mexico, now says it has been approved.
He added: "Every four months they give me some economic assistance but it is not enough. I visit the food banks every day to take my meals at 12 ‘o clock."
Roberto underwent a medical examination and had an X-ray done of his massive manhood to satisfy anyone who doubted him.
And doctors at a health centre in the city of Saltillo, in the north-eastern Mexican state of Coahuila, have confirmed that "according to the scan" in 3D, it is genuine.
A doctor there said the main part of his penis was just over 6 inches long and the rest was extra skin.
Roberto has refused to have reduction surgery several times, despite being advised by medics this would be the best course of action.
Doctor Jesus David Salazar Gonzalez said: "We have advised him 'Mr Roberto, the best thing for you is that the doctors give a normal shape to your penis so that it doesn't hurt you, in order to have sexual relationships, in order to have children.
“But he doesn't accept it, he'd rather have a penis bigger than the rest of the people.”
And the 55-year-old has admitted he would like his huge penis to earn him a place in the Guinness Book of Records.
